VA releases draft assessment for enhanced-use lease project

The U.S. Department of Veterans Affairs (VA) has released a Draft Environmental Assessment (EA) to evaluate the potential environmental impacts of its Proposed Action. This action involves entering into an Enhanced Use Lease (EUL) agreement with a private entity, referred to as the Lessee. The agreement will grant rights to finance, design, rehabilitate, operate, and maintain property for adaptive reuse on the Zablocki VAMC campus.

The site in question consists of three noncontiguous parcels located on the north side of the Zablocki VAMC campus. These parcels include Ward Hall (Building 41), Soldiers Home Chapel (Building 12), and Governor’s Mansion (Building 39). Each parcel contains historic structures that are currently dilapidated or vacant.

The objective of this Proposed Action is to revitalize these assets to create dynamic spaces for veterans and their families. These spaces aim to encourage interaction and engagement within diverse veteran communities. The facilities will also support veteran outreach programs, such as case management, job training, and employment assistance.

The VA prepared the Draft EA in compliance with the National Environmental Policy Act (NEPA) of 1969.

The Draft EA can be accessed online at the VAMHCS website or viewed in hard copy at the West Allis Public Library located at 7421 W. National Ave, West Allis, WI.
